The Malta Permanent Residence Programme (MPRP) is a unique opportunity for non-EU, non-EEA, and non-Swiss nationals to secure permanent residency in Malta, a Mediterranean paradise with exceptional lifestyle and investment opportunities.

A number of changes to the Malta Permanent Residence Programme (MPRP) will come into effect on 1st January 2025, introducing adjustments to costs, property requirements, and eligibility criteria. Prospective applicants have until 31st December 2024 to submit their applications and benefit from the current regulations. By acting now, you can secure the programme’s existing advantages before the updates take place.

With only a 4-6 month processing period, the MPRP provides a streamlined pathway to enjoy all of the opportunities, stability and freedom that Malta has to offer!  

Here’s how the programme will change starting January 2025:

QUALIFYING PROPERTY

  • Currently property costs varied by location – South of Malta/Gozo: Minimum rent of €10,000 annually or purchase price of €300,000; Rest of Malta: Minimum rent of €12,000 annually or purchase price of €350,000.
  • New Terms: The distinction by location is removed. Minimum purchase prices €375,000 anywhere in Malta, whilst minimum rent is €14,000 annually anywhere in Malta.

 

ASSET REQUIREMENTS

  • At present the main applicant must present proof of assets of at least €500,000, including a minimum of €150,000 in financial assets.
  • New Terms: Assets must total at least €650,000, with a minimum of €75,000 in financial assets.

 

ADULT DEPENDANTS

  • The current rules do not set a maximum age for dependants, provided they are unmarried and financially dependent on the main applicant.
  • New Changes: Adult dependants must now be between 18 to 28 years old, unmarried, and financially dependent on the Main Applicant.

 

ADMINISTRATIVE & DEPENDANTS

  • Administrative fees are currently set at €40,000 with no additional fees for dependants.
  • New Changes: the administration fee is being increased to €50,000. A €10,000 fee will now be charged per dependant, including spouses, children, parents, and grandparents. 

 

CONTRIBUTION FEES

  • These are currently set at €28,000 for applicants owning property and €58,000 for applicants renting property.
  • New Changes: Contribution fee is being increased to €30,000 for applicants owning property, and €60,000 for applicants renting property.

  • Financial Stability: Demonstrate a net worth of at least €500,000, including a minimum of €150,000 in financial assets.

  • Health Insurance: Hold valid health insurance covering medical needs across the EU.
  • Residency Exclusivity: Not participate in other Maltese residency or citizenship programmes.
 

Applications submitted before 31 December 2024 will remain under the current, more favourable terms.
