Malta Property budget incentives 2026

Following yesterday’s budget announcement, we’re pleased to confirm that Malta’s 2025 property incentives will continue through 2026. The government’s ongoing support reinforces a stable property market, with strengthened measures for first-time buyers and for assistance with funding the purchase of property in a UCA.

All these measures are possible due to Malta’s stable economy which has demonstrated strong resilience and substantial growth in recent years, when compared to other EU countries. The budget outlines a path of declining deficits and manageable debt levels, while Malta’s employment rate stands above the EU average.

The government of Malta emphasised its support for families, students and pensioners, creating additional social and economic stability, while efforts to reinforce business competitiveness, digitalisation and investment continue.

Here’s a snapshot of all property-related incentives currently available.

€10,000 Grant for First-Time Buyers

The first-time buyers’ scheme, offering a €10,000 grant over 10 years to assist with home loan repayments, will now become a permanent scheme for first home buyers to benefit now and in the coming years. Non-residential property owners are also now eligible for the grant.

Grants for older-type properties (UCA)

First-time buyers purchasing certain older-style or traditionally designed homes remain eligible for a grant of €15,000 in Malta or €40,000 in Gozo.

Eligible properties include:

  • Homes within an Urban Conservation Area (UCA)
  • Properties over 20 years old that have been vacant for more than 7 years
  • Newly built homes reflecting traditional Maltese architecture

VAT Refund Scheme for first time buyers renovating or building homes

The VAT refund scheme for first-time buyers building or renovating their homes continues to be available, providing equal benefits for single buyers and couples.

Eligible properties include:

  • Homes within an Urban Conservation Area (UCA)
  • Properties over 20 years old that have been vacant for more than 7 years
  • Newly built homes reflecting traditional Maltese architecture

Waiving of stamp duty for first-time buyers

First-time buyers acquiring a property as their main residence continue to benefit from an exemption from duty on documents and transfers for the first €200,000 of the purchase price. Eligibility has also been extended to individuals who have previously acquired non-residential property.

Frank Salt Real Estate continues to offer a special package for these buyers, with savings of up to €20,000 from selected furniture and finishes suppliers.

VAT Refund on Property Restoration Works

Homeowners and prospective buyers of qualifying properties continue to be eligible for a VAT refund of up to €54,000 on the first €300,000 spent on restoration and refurbishment works.

Eligible properties include:

  • Residential properties within an Urban Conservation Area (UCA)
  • Properties over 20 years old that have been vacant for more than 7 years
  • Newly built properties developed to reflect traditional Maltese architectural features
